The TLS also refers to the technical system implemented to allow the safe activation of flexibility products offered to the TSO by MV nodes from the VPP located in the DSO’s network. This system manages the indirect coordination between the TSO and the DSO and ensures proper activations of flexibility products without creating barriers to operations by the DSO. The DSO acts as a natural market facilitator with non-discriminatory access to market participants using the DSOnetwork. Moreover, the TLS is able to handle VPP scaling (more than one VPP in the network). The TLS has two operationmodes: in day-ahead mode, flexibilities are evaluated before gate closure and submission, while, in intra-day mode, flexibilities are evaluated before real activation is carried out by the TSO. Software • Core: Combines input data streams in a format such that flexibility offers can be evaluated by an OPF. A report is generated which contains the curtailment of the offered flexibilities and a traffic light for the distribution nodes (green, yellow, and red). • Optimization: The offered flexibilities are evaluated by a Power Flow/OPF. Should flexibilities cause network problems, an OPF optimizes the offered flexibilities by considering the technical limits of the network and the cost of the flexibilities. Innovative features: • Provides a day-ahead mode (ex-ante) which periodically evaluates proposed flexibilities before gate closure • An intraday mode (pre-activation) validates activated bids in close-to-real-time and suggests alternative flexibilities should activations lead to problems.
